In 1.3.2 and 1.3.3, I've noticed that far fewer "special" townspeople are being generated (by which I mean, rare or better) for the traditional early game drowning spree. I'm seeing none in any towns except Last Hope, where there are fewer. This has happened with several characters (all Paradox Mages and Temporal Wardens, in case that matters).
I'm assuming this is part of "Reduced Insane and Madness flat level penalty" in the patch notes, but wanted to mention it in case it's actually a problem.
Starting an Insane character just doesn't feel right without ruthlessly killing off a unique or two. Of course, this is definitely a First Maj'Eyal World Problem...oh, boo hoo, I can't get to level 7 and walk around with an artifact or two for no reason!

and while we're on the subject, how come townspeople can't be drowned in Angolwen or the Dwarven city?

I'd say that's because there is not enough water there.

You sure they are not stealthed/invis? This can happen a lot.
