[Spoiler]Conclave Robe should benefit another race

This item says "It was made by Humans for Humans; only they can harness the true power of the robes."
However, you know [----] were humans, so there are actually three human races in Maj'Eyal, while this robe only buff two of them.
While sentry in [---] regard those three races wearing this robe as friends (first glance, at least), why not let the robe exert its full potential to the old friends of Conclave?
