can someone explain the wheel of fate?

I just got this in Daikara, but it's wording is a bit confusing. I have a jist of what it should do, but still, how do you properly use it.

Equip, then use it and it essentially turns into a randart. Every three levels (I think) you get a reroll for it (these stack, so that, for example, if you gain 9 levels without touching it you can reroll it 3 times, but there's no way to see how many rerolls you have) or (I think) you can use a reroll to take it off instead. If you don't have a reroll available, and aren't level 50, you can take it off.

I don't really know the internal working of this game's item system, but it tends to make pretty strong rings in my experience, but random being random it won't necessarily be relevant to your character.

Ok. I was able to reroll it almost immediately after using it. So not sure what that's about, unless it counts your current level.

Yeah I think rerolls are based on your level, not how long you've had it equipped. If you find it at 30 you should be able to reroll it 10 times.
