Out-Of-Game Talent Calculator?

Is there an online, or otherwise out-of-game talent calculator I could play with to plan builds, see char stats with different builds, while not in-game? What about addons for in-game but not-yet-at-target-level?

There is an addon that allows you to make a build at level 50. It will also mark everything to what you set it on the normal level up screen so you can see what you are aiming for.
