A lot of characters in the vault have 7% more resist all than I can account for. For example, many characters have 22% resist all. 15% comes from thick skin, and I can't seem to find where the rest comes from.

Also, please confirm whether I have the right idea about resistance stacking. Resist all stacks additively, and individual resistances stack additively, but resist all stacks multiplicatively with specific resistances, right? For example, if I have two pieces of equipment that each grant 10% resist all, and two other pieces of equipment that each grant 10% resist fire, then I will have:
20% resist all
36% resist fire

In the case of characters that have won the game, the Pearl of Life and Death provides 7% resist all while being carried (it's in the inventory).

Thalore racials could give 10% more and alchemist gems could outfit three items with +5%more. Certain rare armors have resist all as well.
It is not as impressive as it looks though. Resistance penetration is made specifically for such situations.
You can hit the 70% cap if you try hard enough.
What is more fun is stacking haste.
