Ok, I've been playing this game for a while now, and I've always tried to get runes and infusions that 'scale with' my primary stat. The problem is, I haven't actually seen them get better over time, as said stat improves. Am I just not paying close enough attention? Does it only scale with that stat at the time of application?
Example, let's say I get a wizard's rune of shielding for 200 damage for 4 turns every 15 turns when my wizard is level 10, I expect to see it doing a good bit more when my wizard is level 20. I haven't. Either that, or I've forgotten how weak the shield was when I first got it.

Runes/Infusions do scale up once set in a slot.
Low end scaling runes/infusions don't often gain a lot at higher levels, which is probably the problem you're having.
A fixed rune/infusion found in the East will often(though not always) outclass a scaling rune found in, say, the Old Forest, which will be in turn usually outclassed by a scaling rune in the same area that runs off your primary statistics. The impact is notable, but not such so that you never need replace it.
