This is a stat of a yellow light armor called Skin of The Many.
What does that line mean?

Talent trees have different levels of "mastery" which applies to all the talents in that tree. The mastery is multiplied by the number of points you have in the talent to get an effective talent level that is used for most calculations. For example, Phase Door lets you choose a place to teleport to at talent level 5, but because Archmages have 1.3 mastery in Spell/Conveyance, they only need 4 points in Phase Door to get that benefit (1.3*4=5.2).
The Skin of Many affects the mastery level of Cunning/Stealth. Most such effects are positive, but because the Skin of Many gives a negative mastery bonus, it actually makes you a bit worse at the Stealth tree talents while you wear it.

Item descriptions are green by default. Talent mastery just doesn't have the check to see if it's good or bad like most item effects do.
