I don't quite get what talent mastery above 1.0 does. Suppose my talent mastery is 1.3 and I have a talent at level 4. Do I
a) already get the benefits it says I will get for putting a fifth point in?
b) Get greater benefits if I put the fifth point in and thereby make the talent level 6+?

That depends on the talent.
Short answer is YES, you get additional benefits from raising the talent to a higher talent level.
the "1.3" multiplier affects many talents (most damage skills for example).
You can easily see, which talents are affected by the additional mulitplier at level 10,20,30. Then you get an additional category point, which can be used to increase a selected talent tree muliplier by 0.2. Just increase and compare the numbers in the specific talent description.

For most talents, yes you will. An Archmage with 4 points in phase door can select a target location, an Arcane Blade cannot. Same deal here. Most talents will benefit, a few (mostly ones that permanently boost your stats or resistances like Thick Skin or Thaloren's Unshackled) will not.b) Get greater benefits if I put the fifth point in and thereby make the talent level 6+?
In fact, most talents can scale off to infinity, the game just puts limits on the number of points you yourself can put into them. If you play an Alchemist and put a lot of points into Golem Resilience, you can check your Golem's statsheet to see it has Thick Skin over 5. Some randomly generated monsters will have talents at obscene levels.
If you want, you can look at the code directly. This page has the password to access the svn, and this is the place where the code for the talents is located. Whenever it says "on_learn" or "getTalentLevelRaw", that part counts only the points you put in and ignores talent mastery. Otherwise it includes talent mastery in its calculations.
