How is it determined?

When I wield Bill's Club with a BASE power of 30-51, highlighting Beyond the Flesh tells me that it deals 19 damage. Why does it deal less than base?

Beyond the Flesh deals a base 60% damage, as well as the scale-off-wis/cun instead of str/dex thing. There's an advance talent that boosts this, but yeah. It should mention that somewhere in either BtF or TK Grasp's descriptions, I think.

It's still more than the default offhand penalty.

Also, power vs damage is *weird*. It doesn't scale like you might think it scales.
