I'm still not clear on this, and assume others are wondering as well.
The skills say the benefit is based on Willpower.
Does this mean I can get the reshape skill level up to L5, reshape my armor/weapon (giving it some bonus), then reshape it again later when my Will is higher and it would get a greater bonus (i.e. 5 bonus to armor instead of 1 bonus to armor)?
I haven't gotten a char high enough to test this definitively myself.
I did try to reshape something a second time and got a message that it couldn't be reshaped any further (but my stats hadn't changed enough to have the skill list a higher value, so I didn't really expect anything to happen).

The reshape talents are quite forgiving. You can always try to reshape something again, and if your new values are higher than the old values, the old ones are overwritten. So go ahead and reshape that ideal piece of equipment right away, and just keep reshaping it as you get better willpower and/or talent levels.

I'm not entirely sure why you can reshape something multiple times myself.

Well, from an in-game perspective, you're correcting the flaws in armor/weapons, as you can see them through the use of that power. Adding more talent points gives you greater perspective on the flaws in the item you're reshaping, thus you can "fix" it more than you were before. Why should you not be able to go back and touch up something that you made when you were less skilled? Also, from a gameplay perspective, only allowing one reshape would be idiotic. It would encourage very unpleasant gameplay (avoid using reshape on a good item until you've maxed the talent and stacked up a huge amount of willpower). Imagine a player getting the reshape talent and then happily applying it to some cool item. Then, later on, they realize that their skills at reshaping have improved greatly, and they'd like to update the item. Then what? I'm not going to say, "Sorry!
