Spell fail rates go from 4% to 25%

This seems kinda strange to me. I noticed it with the last sorcerer I played. All my spell fail rates jump from 4% to 25% once I get Spell-power and Sorcerery to 28. I though failure rates were supposed to go down. Is this intended?

well... the spells got more powerful... increase your int up to 40 and watch the fail rates go down...

Have you changed your weapon? Sorcerors can only use mage staves without incurring a major penalty to their failure rate.
