no_energy = "fake" - deprecated?

So I think I understand the purpose of a talent definition having t.no_energy = "fake", but no recent talents seem to use it, even where it seems like they would've done.

What exactly does no_energy = "fake" indicate compared to no_energy = nil? And does this still get used anywhere?
