Hot bar not maximized

I noticed that my two rows of hot bar cannot be fully utilized, as there are a fixed number of skills I can put on it despite it having more space for me to put more. Is there any reason not to allow the whole hotbar to be utilized?

Do you have 60 talents placed on it already? IIRC, that's the maximum. Otherwise, could you describe exactly what is happening?

Oh yeah... it appears I do. I am at a resolution (1600x900) and hotbar and icon size which allows my hotbars display all 60. 36 on the first line but only 24 on the second line.

Need MOAR HOTKAYS!!!!
