If we are going all the way with this, then I think the nature/magic argument becomes stronger.
Anti-magic users could, for example, not use skills powered by magic. Not use sustains that are magic. But they would also not be affected by those if an enemy uses them, and they would be able to remove magical sustains.
Nature would be the opposite (if it ever gets implemented).

I am not saying that this is a great idea, but the possibility is tempting.

You'd make it an other effect. Things won't clear 'other'. Though they might be able to remove 'other' with a subtype of 'infusion' but the entire category is full of stuff that shouldn't generally be removed.

Infusion Saturation is a perfect example of how this system will change things. Infusion saturation used to be type infusion and other and time used to be reserved for effects we didn't want things to remove. Now Infusion Saturation is type other with subtype infusion. The harmony talent that clears infusion saturation still can remove it but providence and timeless will no longer effect it (the harmony talent looks for the effect by name rather then type and clears it like that).

There's no flag on the other effects that prevent them from being removed. They're just not designed to be removed as a general rule.
