I have never noticed any effect at all for that one. I think the wiki also says it does nothing.

yep, they do absolutely nothing... at least it is better than most of the junkarts

I think that's kinda the joke. There are a bunch that do some good stuff and some bad stuff, and this is one of the only ones that is completely neutral.
