Does anyone know what exactly prevents me from raising the shields pval ?

Maybe, but it makes no sense. If the property "lightning immunity" (adding of which would require 50 alchemy skill) is the cause, why does it let me modify the artifact in the first place, but prevents raising of pval, which doesnt affect the immunity at all.
Other weird behaviour:
Trying to raise the pval of the "of wizardry" type filthy rag of the wight, with another character who had 50 alchemy, got me the same error message.
Increasing Eol gloves pval works (see wiki, spoiler -> classes -> alchemist).
The question remains - which conditions must be met in order to be able to raise an artifacts pval ?

Do randarts meet the requirement of needing to find an artifact with a flag before you can add it?
I think so, since I can't think of any truearts that have the multiply life flag. But it seemed like there was some inconsistency with my last alchemist. I wasn't sure though, since I seldom play alchemists.

Yes they do. I found a sword of life very early in the game and thought that the "add to life" flag was thus solved, but had to find out that apparently the flag is a different one when modifying an armor instead of a weapon, since I didnt get the option to add it. The game was reluctant to drop a life randart for me - I have been milking a princess quest for wyrms of law in angband for a long time till finally one showed up. After *id*-ing that one, the option to add life to my shield(s) became available and I could actually make my current one.
Similarly, the option to add immunities showed up only after I *id*-ed something with the immunity, but it is greyed out and if I try to add it, I get a "requires 50 in alchemy"- error message.
The shield started out with its immunities and some resists/sustains, but nothing affected by pval. All relevant pval properties I added myself.
