Odd conflict with 'Mystical Cunning' Trapping or Poisons is supposed to enable it, however, only Trapping does with the addon running.
A workaround, Unlock Trapping with a cat point, Enable Mystical Cunning. Remove the point from Trapping and it works fine with Poisons

Really not at all sure how I unlocked it. Was farming Ambushers as a L13 Yeek Reaver just a few minutes ago. BAM! Got the unlock window.
