This is intended behaviour. Since 1.6, Block talent no longer scales with talent level in any way and all shields give +1 Block (some artifacts/DLC shields still have old block talent levels tho but it's just a visual error now) Thanks for the explanation. No matter what shield I equip (whether or not it says it grants a higher level of block), Shield Block is always level 1 for me (and has a cooldown of 8). The Adept prodigy increases this to 2.5, but the base is still 1. I have tried unequipping shield entirely before reequipping, but that does not ...
