Ok, that sounds fair. Then it's a bug that CD of salves is reduced in the tooltip.

Device Mastery reduces CD of injector in tooltip, but actually it doesn't

and in-game purchase for other games works fine.

Annihilator's Boltgun(HW) consume HW ammo AND normal ammo(shots).
Other 2 HWs use only HW ammo.
Is this bug or intentional mechanism?

No, steam overlay isn't open. Steam overlay is enable and shift-tab is working, but overlay for in-game store isn't.
