Following the steps in that post, it was the water.frag that was the culprit. Putting that in the water_test addon fixed the problem completely. Thank you very much for testing that. I vaguely remember about an issue Win 10 OneDrive. It was interfering with saves from a different game. If i remember correctly that game used Documents directory. I can't find the topic anymore. Maybe it is worth a try.
