So how I fixed this. I got hit under the Secrets of the Eternals sustain and got an invisibility buff from it. Then I turned off the shaders in the video settings and exit the game. Dawn's blade must give -3 turns for Suncloak, but it doesn't works. Seems, because Suncloak has fixed cooldown.
