The physical hit you took was more than 30. Solipsism reduces damage taken to psi so the actual hit was probably 40-50 and in the range dismissal can miss.
Resonance does roll after dismissal, because it also rolls after feedback gain. I think that's as designed and won't change.

Dismissal rolls after shields of all varieties, so it does combo well with Antimagic shield. (And armor and resistances.)

Time Dilation is much better on paper than it is in practice. If you spend two turns not using a non-instant chronomancy talent due to brainlock, stun, needing to move, talents failing due to high paradox, etc then you lose the buff making you start again from zero.
