Ah, Housepet got it. It was a pink Torque. Kinda weird that there's no skill description or mouseover info, but it does show it grants +2 to silence. Well, I did post in Dumb questions.

Somehow I got the Psionic Skill Silence during the battle with the Weirdling Beast on my Shalore Alchemist. According to the wiki, it's an NPC only skill.
