The change log mentions a new "shimmer" cosmetic feature for buyers/donators. I have bought the game and updated to the latest version, but I've been unable to find any such thing in the game. Do I have to unlock something first?

To be honest, I've never understood the purpose of the world-map patrols anyway. Not only are they sometimes way too difficult but even when that's not the case, they are very annoying. You can buy it from somewhere else and still use the version downloaded from te4.org. I got it from GoG and it gives you a key which you can enter on this website to tie the game and DLC to your account so you get all the donator benefits still. I'm fairly sure the Steam version works similarly.
