If I'm interpreting these correctly, it means that a successful application of the effect (like from the Spider-Silk Robe of Spydrë) will slow these... skills/talents... from the relevant tree?

Ok, so I got lucky, and my level 20 Cornac Rogue managed to pin the level 31 Master against a wall, silenced, out of skills, and with no auras (!!), and I just kept stun-kicking, dagger-blocking, deadly-striking, and flurrying until he died... twice.
