Launcher has been buggy for a while, try downloading the game directly through the website at te4.org or through another platform if you own it there, then launch using the regular .exe.

Are you using cloud saving?
If so it's heavily recommended to turn it off since it can be buggy.

The numbers won't actually change if you're not equipped with heavy or massive armor, I'm guessing that was your problem.
Other than that, when equipped with either of those, you'll see the values go up with each level, massive has more than heavy.

Paradox Monk?

That might be because the page on your bar is changing, try using pg up and pg down to scroll through your skill bar.
You can also try and unlock the UI (there's a square lock-like icon somewhere on the screen, this unlocks the UI) and then right click and drag your skill bar to resize it as you like.
