I use Radeon R7 250 with Windows 7 and Ubuntu Mate 15.10 and I don't have this problem in either of them. Removing class points from class talents should not be prevented by funny situation at generic talents....
It was always like that. You can't remove talents premonition depends on. It's not related to 1.5

[1.4.x] Shooting arrows beyond bow's range
Archers and Time Wardens are not allowed to shoot their arrows at targets beyond bow's range without pressing extra key (<ctrl>) while others are allowed to waste turns and resources using beams that can't reach intended targets. Please, either remove this complication for archers or give us in-game...

You are of right about TOME having performance troubles on Linux. Windblade is one of those with very slow to draw effects. Interesting fact is that TOME can run inside a VirtualBox-running Linux.
