Well, I found it (though it was world.teaw, curiously), and just for the hell of it I deleted it. Did not help, still getting the horrible lag spikes. I feel like I need to just nuke every aspect of the game from orbit at this point, nothing seems to work. I miss ToME

Well, turns out the repeated hanging is still here, so the game is basically unplayable.

Where is world.teaa supposed to be, anyway? I can't find it.

Deleting the orcs.teaac and redowloading it in the engine appears to have worked. Which is good, because I couldn't find world.teaa to delete that

Not 100% sure, but that error typically means that it tried to load the ORCS dlc twice. The location of the DLC mods was changed a while ago, and for some people they end up with a copy of the files in both locations, and the engine tries to load both.
