Did you delete both folders? (the main one in Program Files and the T-Engine folder in %USERPROFILE%). The second contains game data (and profiles/saved games) so a corrupted version could conceivably affect future installs. Yep, tried deleting both, nothing doing. I don't know why this would only ...

Right, that helped, but now I'm still getting the freezes. With Process Explorer open, the game usually sits around 3-6% CPU usage, but once it freezes the game actually drops to 0% during the freeze, and once it unfreezes and the game catches up it goes back to normal. Okay my copy of ToME is definitely cursed at this point. I grabbed Process Explorer, opened ToME, tried to load a game, and now the game gets stuck at 100% and won't move. Well, I found it (though it was world.teaw, curiously), and just for the hell of it I deleted it. Did not help, still getting the horrible lag spikes. I feel like I need to just nuke every aspect of the game from orbit at this point, nothing seems to work. I miss ToME

Well, turns out the repeated hanging is still here, so the game is basically unplayable. 
Where is world.teaa supposed to be, anyway? I can't find it.

The game/addons folder only has one copy of orcs.teaac in it. The only other addons I have in the folder besides the official ones are the ignore locks ones, and the log was generated with both of them disabled. Deleting the orcs.teaac and redowloading it in the engine appears to have worked. Which is good, because I couldn't find world.teaa to delete that

Not 100% sure, but that error typically means that it tried to load the ORCS dlc twice. The location of the DLC mods was changed a while ago, and for some people they end up with a copy of the files in both locations, and the engine tries to load both. Easiest solution is to delete the entire insta...
