I can't seem to reproduce the bug any more in my latest tests.
Steam patched me to 1.5.1, so maybe that affected it. Or maybe I just hallucinated the whole thing.

The description of resilient bones indicates that it reduces the duration of incoming negative effects. At talent level 5 there is a 44% reduction.
Inspecting an enemy for the duration of a disabling effect and comparing it to the applied duration reveals that they are the same.

Steam cloud saves were off for this. Clearing the zone a third time without using "cease to exist" did not make the "anomaly" happen again.

The same map is being freshly regenerated
After clearing vor armory 1 with a PM, leaving and reentering generated a new map. This happened twice in a row.
I suspect "cease to exist" is involved. There was some odd flickering shortly after loading the timeline.

The debuff applied when wielding a two-handed weapon in one hand says the damage procs for the offhand weapon are reduced by half. I bought access to the Ashes DLC with voratun coins. I would like to have it on steam as well.
I could buy the DLC a second time through steam for this, but I suspect there's another way. I haven't turned anything up through searching. Does anyone here know how?

I have not tested whether the shield damage still scales with strength, but the dex stat appears not to affect it.
