OK, the behavior is not a bug. However, there should probably be some sort of in game indication other than the complete lack of procs.

Currently playing a whitehoof brawler and noticed that the Poison Breath proc from my naturalist's gauntlets was never going off. Had a minor epiphany the other day while killing The Master. The message you get when you die the first time is the same one that undead npcs have when they get their extra life. I wonder if somehow the player is triggering the npc version of the talent?

Correct, I was not using the Ring of the Dead. I've had this happen on multiple characters as well. Next time it happens I'll try to add a log.

The chests spawning on the third level of the port can be overwritten by walls in divided rooms if they cross the middle of the room where the chest spawns. When a rare/named mob has a medical injector it spam uses it. This gives the same message in the center of the screen the player gets when they use one, 'Medical Injector selected to be used first by salves.', and because the cooldown on selecting injectors is one turn the message can almost permane...

If they can drown, they probably shouldn't spawn in water though and being that they're mechanical, the probably shouldn't bleed.

Had a AAA store spawn in the sewers. I rested next to it before going to use it and it died to drowning damage.

[ToME 1.4.6, Embers 1.0.3] market stalls give posters
The market stalls in Vaporous Emporium can give posters when interacting with them. Using the poster from your inventory removes it and gives you the lore. It seems like they're just pulling from any loot that can spawn on that level.

thunderstorm + lava graphics glitch
Got the volcana daikara version and one of the levels also had a thunderstorm. This caused a graphical glitch with the edge of lava tiles. Screenshot attached.

no-music windows version doesn't patch
The no music version won't patch, it's been this way for at least the last three versions. The patch downloads and validates fine, but when it attempts to apply it, it can't find a file. I foolishly did not note down the filename, but it's easy to replicate.
