Seems to be broken, I killed everything in the Palace of Fumes without ever entering Steam Quarry and didn't get the achievement.

The final level of Caves of Morning was generated incorrectly, there are coins encased in the walls and Aeryn is nowhere to be found.

If it's intended, it can be easily bypassed - the sustain takes no time to activate, so I can just set it to automatically activate when an enemy is visible, manually deactivate it after battle, wait for the cooldown to go down and continue auto-exploring. Steam Powered Armour sustain is deactivated on rest and auto-explore, even though steam gain per turn is sufficient to sustain it indefinitely.
