I could see use for another condition:
'While Resting'. basically, activate them when you enter rest, and terminate when you stop resting. Useful for talents like Meditation (there are a couple others with the same intention)

I'd say give options for all three differently.
Also, if possible, when someone has the "prompt" option going, if they ignore a given encounter, can you auto-ignore encounters from that party for the next 15-20 turns?

I agree that it does come down to how tight you make the RNG boundaries, and you get different feeling games as a result, and both ends have thier place. Wide variance == more deaths. Tonight I've been rolling a new slinger in explorable mode, and been having fun, which is what matters the most. The RNG swings are likely a bit too wide for me to ever get that hard core with the game, but the classes play differently enough that there's several run throughs to be had in this way. ...
