Edit: Phase Door rune still has no cooldown.

1.3 might be a good opportunity to remove summons' getting the talent level buff from NM+ twice, which leads to strong imbalance in the dangerousness of the different rares.

The exp deficit could also be filled by lightly reducing exp requirements.
