but each effect does roll separately to do hateful whispers. so more effects (more saturated colour) = higher chance of proccing hateful whisper.

nightmare area effect currently uses hateful whisper level 3 (10% chance). it probably needs to be toned down, but it's not so straight forward as proccing hateful whispers doesn't play nice with your own desired use of hateful whispers. I haven't really thought of an elegant solution to not having ...

a bug was introduced when fixing sunburst to actually fire beams (instead of 'hits')
every time sunburst fires a beam it's removing 2 targets from the list of acceptable targets

The particle effect doesn't accurately reflect the damage projection (the damage is single target, not a beam). This was an oversight and will hopefully be fixed. I want to point out that 5 and 4 in the first two skills gets you everything out of the items curses at 1.0 mastery.
The 5th point in the 2nd skill only reduces the luck penalty. Only put 5 in the 2nd skill if you're boosting the category to 1.2 with a cat point or items.

It's really refreshing to see a tier list written by someone who actually plays the game and doesn't just theorycraft their tier lists (not mentioning names). Pretty sure Cursed talents don't use mind speed, though. Not sure what it is they use, but they don't get faster with +mind speed iirc.
But the point you're making stands. no rampage speed bonus for abilities :(

As a rule of thumb, if you've stacked healmod, which is quite easy to do, you should get more healing than your foes. I think moving one of the talent trees to generic would be quite nice. Either Necrosis or Animus would work. Shades is quite a cool tree, it gives the much needed soul replenishment, provides you with a cool summon spell, and is IMO thematic. It would be great to have a way to apply 'wet.' I suggest...
