It seems it's calculated the instant you deal damage, so it won't show up in your character sheet. It still stacks additively with all other bonuses.

Damage shield penetration is a rare stat on items, which the archer could have easily had.

Before,randbosses would only learn disabling talents to a low level, so that randbosses would not get too insane. This now only applies if they're level 25 or lower. The better scaling these days should avoid the disables getting too bad after that anyway.

All sentient staves gain the bonestaff dialogs in Cults

The hooks for the bonestaff don't actually check which staff it is, so they also apply for Penitence and Telos (or any others I'm not aware of)

Looking through the source files, no reference to blighted summoning in cults, and no reference to cults in blighted summoning, so seems to be a no.

Light of Revelation, summoned creatures

The Light of Revelation seems to be able to show that a summoned creature is truly a horror. In particular this has occurred with shadows. Since there's at least one horror that can create shadows, this seems undesirable.

I possessed the grand corruptor in the fearscape. Upon landing the killing blow (never receiving the dialogue), the game looped my damage infinitely in the log, bringing up infinite error messages. I like how if you had used my merge, t = round((dam1*t1 + dam2*t2)/(t1 + t2)), then it fixes every problem you mention in the text while simultaneously not having wonky behaviour that makes more burning slow it down.

Don't use a title like that unless you actually have a new class. You need to include that it's a concept or idea etc.
