I am also having this problem. My character was level 29 and is a Shadowblade. The slowdown happened one time when I left my Sher'tul Fortress. The slowdown is only present on the world map and doesn't have any affect in dungeons towns or etc. I have tried reloading my game, restarting my computer, ...
