If you try to scroll the screen to the right by bumping the right edge of your screen with the mouse pointer while targeting a spell, the screen won't scroll to the right as it did in previous versions.

When I change the number of rows on my hotkey bar to 2, I can't scroll the screen with my mouse while targeting a spell to cast (dragging near the edge of the screen should cause it to scroll as it always has).
