That's one horrible idea. Seriously, if unlocking the mere ability to assign your own stats becomes a feature in addition to all the other unlocking you already have to do, I'll stop playing this game.

Are ALL the monsters high level when this happens, or just a few? Out Of Depth generation is supposed to occur now and then, but not with all the enemies of on a level. If it's the former then you might want to file a bug report, something like this shouldn't happen.
