I like the idea of target-able storms. I can finally launch a preemptive weather strike on my enemies instead of having to wait until they walk right next to me

it's indeed a bug, and only occurs after you put a gem in it. Workaround for the time being is use that addon, or to just not put a gem in it. Its still a really good early game weapon even without a gem though.
