2*tool, boots and meta = possible 90% cooldown reduction? Or 60% if you don't play an archmage or adventurer?

I turned my adventurer from dwarf to ghoul with the Rak'shor cunning prodigy. I was curious if the healing from Earthen Beads would be working. I can heal others but not me. The bug is that the cooldown is reset but no fizzle or not working message given.
