I noticed it a while ago but only thought to ask about it now. Is it an error or is this intentional?

Last time I fought him he didn't. Are you sure he didn't roll a totem of healing or something?

All I see is that he has a positive heal mod and 0.3 life regen, vampiric gifts, and consume soul.

More important than him having the ability to heal is that the fact that he IS healing. I've whittled him down and he keeps healing up whenever I run away. I'm not talking small chunks but 1500 or more.

He's probably casting consume soul whenever below 80%, that's a rough on a mob with unlimited souls. The life regen adn heal mod is probably on an item, but the hp returns would be meaningless.

Indeed he cannot, ha ha.

The question remains though. The conventional wisdom is that he cannot heal but that's apparently not true. He can heal... but under what conditions? I'll have to keep track to see if I can figure that out, unless someone has a clear answer.

I see nothing in his current definition that would stop him from being able to heal.
However, he only has Vampiric Gift as a source of healing.
Unless he is generated at level 23 or above (which is impossible to avoid), in which case he starts getting extra Necromancer talents, which could include Consume Soul.

Not quite.
His ability to get Consume Soul did not exist in v1.5. (Unless Insane+ added random classes to fixed bosses?)
In v1.6, various bosses have a more natural but guided level scaling, where they gain talent levels as though they were gaining levels in set classes. Before it was just crank up the talent levels on existing talents to potentially silly amounts.
