If you attempt to use an unusable talent that costs equilibrium (like Oozebeam without having Psiblades sustained), there is the normal chance to fail it. If a talent fails this way, the time it would have taken is still taken - e.g. timed effects tick down, enemies take their turn and so on.
This happens even though, if the talent had not failed, no time would have been consumed, since you could not have used it.
This bug is easily reproducible by creating an oozemancer, leveling to level 10, learning Oozebeam, getting your equilibrium high, deactivating Psiblades and then placing a detrimental effect upon an enemy and spamming the button Oozebeam is bound to.
