Do they add extra attacks and increase and give me a to-damage bonus? Would a (+14, +15) be better than a ring of speed (+5)?

They give a plus to hit and a plus to damage. They are not particularly useful- I think that you are better off with a big damage ring. Certainly they don't compare to a ring of speed.

They add to-hit and to-damage as on their label but nothing else. This one is very chunky !

Whether it's a better choice than +5 speed will depend on how much each would contribute to your character at the moment. Having that +5 speed will make life a lot easier if you're not already Speedy Gonzales, half a round more hits, half a round more to escape death. The +14, +15 would make a serious killing machine out of a low-level character, slice through everything in the Barrow Downs like butter - but for a later character with +loads, +loads already it might not make much of a difference. Rings of Slaying are usually not worth the effort unless (a) found early in the game, (b) you're an alchemist making artifacts, or (c) you're going to melee seriously-levelled monsters and have everything else covered (just hitting them can become tough) ... there are probably d, e & f but amn't Einstein :)
