[b19] Curse of Magic failed?

At some point I failed Curse of Magic when I wouldn't have done so in b18. Did the quest get changed to include the Rod of Recall, or gaining (rather than using) magic-granting abilities?

I just failed it again, this time from using Creeping Darkness, which didn't used to fail the quest.

The Doomed description identifies them as fallen mages, and the Darkness and Shadows trees are now considered "magic." This is intended.
